Concerns of parliament and authorities about smart and Ncell-friendly regulations

Kathmandu. The parliamentary committee is going to investigate the amendment of telecommunications related laws and regulations which are intended to benefit only a certain person or company.

In particular, the State Order and Good Governance Committee of the House of Representatives is going to study and investigate the asset management regulations 2079 and the first amendment of the regulations 2080 of telecommunications service providers that do not have valid licenses.

It is said that the Abuse of Authority Investigation Commission is also seriously interested in this matter. Authority sources have said that there may be a necessary investigation into the controversial regulation and its amendment.

Chairman of the State Order and Good Governance Committee, Ramhari Khatiwada, said that the State Order and Good Governance Committee will study the laws and regulations brought to benefit a certain person or company. Khatiwada said – ‘It is sad that the law has been amended for the benefit of someone to the detriment of the state. The committee is serious about this. The necessary decision will be taken after studying soon.

The Ministry of Communication and Information Technology has brought the Asset Management Regulation 2079 of Telecommunication Service Providers that do not have a license to benefit only the mobile service provider company Ncell, and has amended the regulation to be favorable to Ncell and Smart, and has implemented the First Amendment Regulation 2080.

By auctioning the canceled license of Smart Telecom, the regulation brought with the purpose of increasing the license period of Ncell and the amendment which was not implemented, has created a situation of loss of more than 21 billion rupees to the government. In this process, Ncell and Smart have been in close cooperation.

The interest of the Parliament was shown after the news that the regulation was amended in the plan of Ncell came to the media. Khatiwada, the chairman of the committee, further said – ‘We are in preliminary discussions on the issue of Ncell’s bullying.

After studying it in detail, we will proceed with the necessary process. The Parliament will not leave the decisions made in a way that only benefits a company or an individual and causes a loss to the government.

He informed that he has already talked to the Chief Commissioner of the Abuse of Authority Investigation Commission on this issue and said that he will immediately talk to the Communications Secretary and discuss it with the relevant agencies in the next meeting of the State Order and Good Governance Committee.

Chairman Khatiwada says that the committee has closely observed the latest case of Ncell and will proceed after consultation with the authority.

He claimed that the amendment of the regulation has been published in the gazette and that a study will be conducted on its impact on the state and that no one will be spared if found guilty.
